LETTER TO PRESIDENT TINUBU

Mr. President,

THE RESPONSIBILITY TO PROTECT CITIZENS

We bring greetings and warm regards in the name of our Lord and Saviour Jesus Christ.

Christian Social Movement of Nigeria (CSMN) is the socio-political arm of the Nigerian Church, and it is writing this letter in conjunction with a coalition of the under-listed Christian and Civil Society groups, including well-wishing peace lovers of Nigeria. On their behalf, we respectfully sign this letter to you for your information and practical action.

We join all well-meaning Nigerians to express concern and regret about the state of insecurity in our country. Progressively, the situation is getting worse. Mr President, the responsibility for the security of the citizens is placed upon your office. Section 14(2)b of the 1999 Constitution (as amended) states that, “the security and welfare of the people shall be the primary purpose of government; ...”.

If the government of Nigeria is unable to provide security for the citizens, as the situation currently is, then, foreign nations are obliged under the United Nations principle of “Responsibility to Protect”, as espoused by the 2001 International Commission on Intervention and State Sovereignty, to engage in Humanitarian military intervention in Nigeria without informing the Federal Government. The outcome of such an intervention cannot be predicted.

We, therefore, urge Mr President to focus on the primary responsibility of government, as enshrined in Section 14(2)(b) of the 1999 Constitution of the Federal Republic of Nigeria (as amended). The situation in the country is getting out of control. Non-state actors are fast turning Nigeria into a failed state under your watch. Mr President, it is time for you to take charge. The authority and stature of the President of Nigeria are daily undermined and diminished by these Islamic terrorists.

As citizens of Nigeria, we wish to make the following suggestions to Mr President for his consideration, and implementation, in the overall best interest of Nigeria.

1. As a matter of urgency, all the “repentant terrorists” that were assimilated into the Nigerian Army, and into any other security unit must be dismissed immediately and prosecuted for terrorism.

2. The wholesale handing over of the security architecture of Nigeria to the Fulanis, with the appointment of the National Security Adviser, Minister of Defence, and the Minister of State for Defence, all of them Fulani, at a time when the Fulani ethnic stock has constituted itself a security risk in Nigeria must be reversed immediately. Those offices must be held by Nigerians from other ethnic nationalities if Mr President is sincere and serious about providing solutions to the insecurity plaguing Nigeria.

3. The military must be given a free hand to engage the terrorists. The disturbing reports in the public space that soldiers are prevented from attacking the terrorists are worrisome. Equally worrisome is the gradual elimination of Nigerian soldiers through subterfuge and ambushes.

4. Mr President, the problem of Nigeria is the dual conflicting ideology in the Constitution of the country. Nigeria is a secular state with democracy as its singular ideology. Curiously, with neither national debate, nor national consensus, Sharia ideology was inserted into the constitution in 1999. The conflict between these two antithetical ideologies is what is tearing Nigeria apart. This conflict must be resolved in favour of democracy through the immediate convening of the ethnic nationalities to re-negotiate Nigeria and develop a new constitution for the country. The sovereign national conference should not be treated as another menu on the dining table of politicians and used for a campaign. It is what must be done without any delay. Nigeria is straining under the burden of the bloodshed unleashed on the country by Islamic terrorists.
We suggest an immediate reversal to the 1963 Republican Constitution of Nigeria, which was negotiated by the founding fathers of the country while plans are ongoing for the conference of the ethnic nationalities to re-negotiate Nigeria. With some minor amendments, the 1963 Republican Constitution can be updated to reflect current realities in the country. Mr President, we do not doubt that just as you reverted to the Independence National Anthem, you can equally revert Nigeria to its Independence Constitution.

5. The government should desist from denying genocide in Nigeria and rather focus its energy on providing a solution for it. As Mr President publicly acknowledged in his petition to the United States Government in 2014, the “slaughtering of Christian worshippers” in Nigeria is unacceptable. There is genocide going on against Christians in Nigeria, and Mr President admitted it in writing in 2014.

6. There must be immediate interrogation of all Muslim leaders in Nigeria over the genocide and destruction caused by their followers in this country. All the terrorists are Muslims. It is incongruous under these circumstances for Muslim leaders to parade themselves as statesmen. If they deny complicity in the bloodshed and destruction caused by their followers, they cannot absolve themselves of criminal negligence. As leaders, it is incumbent on them to call their followers to order.
